CIIC holds Q4 special work conference of BIIP

--President Wang Tianyi explains the work objective of
developing park economy

The Operational Department of the CIIC held the Q4 special work conference of BIIP on October 30, 2006, which publicized the work progress in breaking through bottleneck after the work conference on the July 16. Besides, it unveiled conditions of running of operational modes and building of the internationalized team. President Wang Tianyi presented the conference, which was presided over by Lui Qun, general manager of BIIP.

First of all, Tian Geng, vice manager of BIIP, reported the work progress of first three quarters to participant group leaders. He stated that BIIIB makes a leap-forwarding progress in land usage approval and reply in that replies to established projects including phase I standard workshop obtain smoothly; the phase II land usage reply come to the final phase, thus the project with 1,400,000m2 has basically settled down; and parks in other regions realize expansions according to plan. In the aspect of team building, newly recruited staff reaches 48% of all pay-rollers, allowing the team to be younger, more internationalized and specialized with full of vigor and enthusiasm.

As for operational modes, Tian noted that BIIP sticks to the work objective of economic growth in parks and adheres to building high-tech parks in styles of Suzhou Industrial Park and European and American fashions, enabling the specific practices of building high-tech parks to witness changes of China's towns as well as emergences of new-type high-tech parks and internationalized fashionable communities. On the basis of four great concepts of "economy, scientific technology, internationalization and culture", Beijing Base and relative bases in other regions will invite businessmen and introduce capitals to boost local economic growth; improve invention and creativity to be one of scientific and technological centers; introduce internationalized companies and talents to keep up with the world; and improve mix of Chinese culture with western cultures to build innovative cultural communities.

Some leaders of BIIP and managers from functional departments respectively reported their work progress, while some new-coming staff frankly talked about their feelings to company's objective, culture and team.

President Wang fully affirmed achievements of BIIP in the previous three quarters and noted that the history offers us hard-won opportunities, enabling BIIP shoulders a historic mission. Our undertaking is very significant to society and the country, thus BIIP is bound to prevail in Beijing and even in China in the coming days.

Wang posed specific requirements in terms of "objective", "order" and "structure". Regarding "objective", he required BIIP to stick to the work objective of economic growth in parks. China witnesses a tendency to urbanization and about 20% population are urbanized year by year, which brings us a historic chance. Our development modes of "One industry dominating, Multi-park interacting" aim at grasp the "tendency". In this year, we will sign contracts with ten parks whose matched leading groups will get ready in mid next year. Well-prepared regions can start to invite business then. We will introduce world well-known design companies and planning companies such as HOK and SOM to join in planning work of parks. In addition, BIIP should develop its real estate at the moment of boosting finance of parks, importing international investment institutions, cultivating inventions and enterprises in terms of investment and helping their IPO list for financing.

As for "order", President Wang stressed on "steady objective and well-ordered steps". We should deeply understand and enrich the concept of park economy and sum up the successful experiences of the Beijing Base in a bid to strengthen confidence and make breakthroughs. He instructed that the human resource department would put forward a salary adjustment plan for BIIP, so as to draw and remain excellent talents based on the principle of "career plus benefits". Wang required BIIP to learn from the philosophy of water, that is "mutual supplementing between pros and cons and taking advantages of everything without competing with others; keeping objective unchanged with the passage of time". We would be good at overcoming encountered difficulties and problems and creatively carry out the operational modes thus realize the fixed development objective of the company.

Concerning "structure", he focused on continuously striving for vigorous supports from governments at various levels to speed up the growth of parks. Meanwhile, BIIP will integrate more resources of Fortune 500, international business associations and investment fund companies in order to intensify resources advantages and value added services in parks.

At last, Liu Qun concluded that he expresses sincere gratitude to vigorous supports and helps from group leaders and varied functional departments to BIIP. In turn, BIIP will earnestly carry out the strategic plan made by the board of directors, while actively probing into meanings and development modes of economy in parks. It will strengthen its communication and coordination with governments to make breakthroughs and boost building process. BIIP will actively introduce international investments to develop financial services in parks. In the meanwhile, it should intensify team building and attract more excellent talents to timely establish leading groups for relative parks in other regions. Liu said that BIIP would grasp the historic opportunities and shoulder social responsibilities, so as to try its best to realize the strategic objective of economic growth in parks.

Participant group leaders also include Jia Jing, deputy president, Ma Hailiang, Wu Jie, Chen Chusan, chairman of the board of supervisors, Ouyang Ming, assistant general economist, Sun Mang, vice manager of the operational department. Besides, managers from the operational department, the planning department, the human resource department, the finance department, the general office and the legal auditing department were present at the conference as well.
